Linux does not have all the functionality of a windows server however it is proven to provide a faster download speed with less RAM usage. I chose linux for the speed and cost, although the OS may cost the same to be installed there are other factors such as control panels which cost more on windows hosting packages. Features I miss out on by choosing linux include VPN connection for remote desktop and some features through php including comm connection to directly edit MS word documents online.

How much resources

As you rule of thumb you should not need to buy max resources as these can be purchases on upgrades whilst your site grows.
